Targetted Help (Visual)

The idea here is to have a help ("hug") deck, but instead of helping everyone, I use cards that mostly help just one person.
Each turn, I decide who has the worst board state, and try to help them.
So it's a political deck where I'm trying to make the board state as even as possible.
